Christopher F. Luongo, 54, of Utica, was arrested on May 1 at 12:28 PM in the Town of Pamelia. He faces charges of third-degree unlawful fleeing a police officer in a motor vehicle (PL 270.25, misdemeanor) and reckless driving. Luongo was issued an appearance ticket.


Barbara Jane Middleton, 82, of Evans Mills, was arrested on May 1 at 3:52 PM in the Town of Le Ray. She was charged with two counts of torturing or injuring animals/failure to provide sustenance. Middleton received an appearance ticket.


On May 1 at 7:42 AM, a two-vehicle accident occurred on County Route 152 in the Town of Henderson. Drivers involved were an 18-year-old from Henderson and Chad Frederic Monroe, 49, also of Henderson. No injuries were reported. 


Frederic Jon Damon, 66, of Richland, was involved in a single-vehicle accident on May 1 at 7:50 AM on County Route 63 in the Town of Hounsfield. No injuries were reported.

Amanda Nicole Smith (33) Homeless Smith was arrested on a Violation of Probation warrant. During the arrest Smith attempted to prevent officers from placing her in handcuffs by tensing her arms and pulling away. The was transported to PSB, processed, and turned over to JCSO.

Christine Janice Skidmore-Murphy (39) 8714 Middle Rd Dester, N.Y. - Murphy was arrested on a Bench Warrant out of watertown city court/ She was transported to PSB, and processed, and held for arraignment.

Michael Joseph Rumsey (43) 845 Starbuck Ave Apt# 606 - Rumsey was pulled over by police on the 800 block of Starbuck Ave and charged with Driving While Intoxicated & Driving While Ability Impared. She was transported to PSB, processed, and released with appearance tickets for city court.

Bradley James Hartman (41) 600 Lilian St. Apt# 2 - Hartman is charged with Assault in the Second Degree & Criminal Possession of a Fourth Degree. Reports state Hartman intentionally caused injury to Brittany L. Roberts, when he sliced her left hand with a folding pocket knife which required sutures. He was also found in possession of the knife which he used unlawfully. He was transported to PSB, processed, and held pending arraignment.

Chelsea Alexandria Allen (34) Homeless - Allen is charged by city police with Disorderly Conduct. Reports state she did knowingly and intentionally scream at a pedestrian while on Public Square and walking on the sidewalk, causing them to become alarmedand drawing the attention of several others. She was transported to PSB, processed, and released with an appearance ticket for city court.

Heather Ann Harris (50) 430 Glenn Ave - Harris was arrested by city police on a bench warrant from watertown city court. He was transported to PSB, processed, and held pending arraignment.

Sean Tyler Gillespie (37) 21601 Floral Dr. Lot# 29B - Gillespie is charged with Petit Larceny. Reports state that he stole two packages, belonging to Cody Durham, 206 Franklin St in the city, valued at $77.43. He was transported to PSB, processed on a warrant and ROR'd per City court.

Former Mayor Under Scrutiny For Asking For Ride

In December 2024, a video surfaced showing former Watertown Mayor Jeffrey Smith receiving a ride home in a police patrol car after a night of holiday drinking. The incident has sparked controversy, with City Councilman Cliff Olney accusing Smith of receiving "preferential treatment" from the Watertown Police Department.

The video, which has circulated widely on social media this week, depicts Smith interacting with officers before being escorted into the patrol car. Councilman Olney contends that such actions undermine public trust and suggest a double standard in law enforcement practices.

In response, Smith has downplayed the incident, stating, "It's not a big deal, I drive on a suspended registration too!" This remark has further fueled the debate, with critics arguing that it reflects a dismissive attitude toward legal obligations and public safety.

City of Watertown - Police Blotter 4/29/25

Justin David Childers (37) 355 Keyes Ave - Childers was arrested by police for two counts of Harassment in the Second Degree, Criminal Mischief in the Fourth Degree, Resisting Arrest & Obstructing Governmental Administration in the Second Degree degree. Police report state that he did knowingly and intentionally kick an interior bedroom door causing the door to break. Police stay he also with the intent to harass annoy or alarm another person did knowingly grab the victim by her clothing while she attempted to get away from the defendant during a domestic incident. When police arrived he did knowingly unintentionally push a uniformed officer during a criminal investigation. When placed under arrest he tensed his arms and refused to provide his hands for handcuffing. While police attempted to process Mr Childers he refused to provide fingerprints or photographs for his arrest processing. He was held pending his arraignment to City Court.

Police Blotter - City of Watertown 4/25/25

Andrea Ann Brozzo (40) 409 Academy St - Brozzo was arrested on the 500 block of Clay Street in the city on an executive bench warrant for Jefferson County family Court. The defendant was transported to PSB, processed, and turned over to the Jefferson County sheriff's office.

Elvin Brandon Nieves (33) 25791 NYS RT 37 Apt#109 - Nieves is charged by police with public lewdness in the first degree, endangering the welfare of a child and possession of a controlled substance in the Seventh degree. Police report state that the defendant exposed his genitals to a female victim as well as a 3-year-old juvenile and did intentionally stroke his genitals while speaking to another victim at Holy Family Church located at 129 Winthrop Street. The defendant was also previously convicted of public lewdness on 04/03/2025. He was arrested on the above charges and transported to PSB where he was processed and released with an appearance ticket for Watertown city court with a date of 04/28/2025 at9:00 am.

Robert Emery Marion III (28) 163 WINTHROP STREET Apt# 3 - Marion is charged by police with criminal contempt in the first degree and harassment in the second degree. Police reports state that he did knowingly and intentionally grab a 30-year-old female DOB 02/02/1995 by her hair and then struck her in the side of the head with a closed fist. He was transported to PSB, processed and held pending arraignment.

Amber Marie Come (36) HOMELESS - Come is charged by city police with criminal mischief and the fourth degree and criminal possession of stolen property in the 5th degree. Report state she was found in possession of a key fob owned by Washington Street properties which was reported stolen earlier. She was transported to PSB where she was processed and released with an appearance ticket returnable to Watertown city court on 04/29/25.

Jefferson County Sheriff’s Deputies Press Release

Media Release - May 1st, 2025
 
On February 13th, 2024, Jefferson County Sheriff’s Deputies and Detectives responded to Carthage Area Hospital for a report of a possible assault involving a 72-year-old female victim, Jee Y. Fineout. Her injuries, which included brain bleeds, rib and spine fractures, and multiple contusions in various stages of healing, were identified as life-threatening and not considered accidental in nature.
Through extensive investigation, the victim’s son, Jeffrey D. Fineout, age 41, was identified as the primary suspect in Jee’s injuries.
 
On April 30, 2025, a Jefferson County Court grand jury issued a sealed indictment warrant against Fineout on charges of:
 
• Attempted Manslaughter 1st Degree, a class C Felony
• Assault 1st Degree, a class B Felony
• Assault 2nd Degree, a class D Felony
• Endangering the Welfare of a Vulnerable Elderly Person 1st Degree, a class D Felony
 
On May 1st, 2025, Fineout was apprehended by JCSO Detectives with the assistance of Jefferson County Probation and the Metro-Jeff Drug Task Force. Fineout is being held at the Jefferson County Correctional Facility pending arraignment in Jefferson County Court.
 
A female, Sarah M. Taber, age 31 of Philadelphia NY, who was present during the arrest of Fineout, was also taken into custody on unrelated charges of Obstruction of Governmental Administration 2nd and Resisting Arrest, both class A misdemeanors. Taber was released on appearance tickets returnable to Jefferson County CAP Court on May 22nd, 2025.
 
Detectives were recently informed that Jee Fineout died on April 26th, 2025.
 
The Jefferson County Sheriff’s Office was assisted in the investigation by the New York State Police Crime Laboratory and Forensic Investigation Unit.
