Police Blotter - City of Watertown 4/11/25

Robert Emery Marion III (28) 163 WINTHROP STREET Apt# 3 - Marion is charged by police with criminal contempt in the first degree and harassment in the second degree. Police reports state that he did knowingly and intentionally grab a 30-year-old female DOB 02/02/1995 by her hair and then struck her in the side of the head with a closed fist. He was transported to PSB, processed and held pending arraignment.

Amber Marie Come (36) HOMELESS - Come is charged by city police with criminal mischief and the fourth degree and criminal possession of stolen property in the 5th degree. Report state she was found in possession of a key fob owned by Washington Street properties which was reported stolen earlier. She was transported to PSB where she was processed and released with an appearance ticket returnable to Watertown city court on 04/29/25.

Ryan William Stevens (18) 300 RICE ST Apt#B1. - Stevens is charged with criminal contempt in the second degree. Police state that Stevens did commit the offense of criminal contempt in the second degree when he was discovered to be in the vehicle with a protected party of an active stay away and refrain from order issued by Jefferson County family Court during a vehicle stop. He was arrested on the above listed charge and transported to PSB where he was processed and held pending arraignment for Watertown city court.

Brittnay Alesia Hughes (35) 1429 GILL STREEP Apt# 428D - Hughes is charged by city police with Criminal Obstruction of Breathing or Blood Circulation, Criminal Mischief in the Fourth Degree & Harassment in the Second Degree. The defendant was transported to PSB processed and held pending arraignment.

Kateland Marie Corey (35) 23604 SWAN HOLLOW ROAD, ALEXANDRIA BAY - Corey was arrested on an executive bench warrant out of Jefferson County Court. She was transported to PSB where she was processed and turned over to JCSO sheriff's deputies.

Ashley Lynn Carr (34) 315 SOUTH HAMILTON STREET - Car was arrested by city police on an executive bench warrant. She was transported to PSB where she was processed and held pending arraignment in the city of Watertown Court.

Carissa Lynn Tyre (19) 115 E LYNDE ST - Tyre was arrested by city police on an executive bench warrant out of city of Watertown Court. She was transported to PSB where she was processed and held pending arraignment.

Brian Baldwin Quinn (44) 43 HENRY ST, GLENNS FALLS - Quinn was arrested by city police on an executive bench warrant on the 900 block of Mill Street in the city he was transported to PSB where he was processed and held pending his arraignment.

Joshua Scott Alexander (41) 17053 IVES ST - Alexander is charged with petty larceny. Police report state that he intentionally stole an electric razor and Dove soap bar valued at $52.09 from Kinney drugs 1304 Washington Street, when he placed items in his bag and exited the store without paying for them. He was transported to PSB and processed and released with an appearance ticket for Watertown city court.

Gary Amos Collins, 47, of 111 N Rutland St, Watertown, NY, was arrested at 8:09 a.m. on June 3, 2025, and charged with Criminal Contempt 2nd Degree, a class A misdemeanor. Collins allegedly violated a stay-away order of protection issued by Jefferson County Family Court by entering the residence of the protected party. He was processed and held for arraignment in Watertown City Court.


Luke Allen Bohn, 35, of 896 S Massey St, Watertown, NY, was arrested at 11:32 p.m. on June 3, 2025, and charged with:

Criminal Trespass 2nd Degree
Criminal Possession of a Controlled Substance 7th Degree
Both are class A misdemeanors. Bohn is accused of unlawfully entering and remaining at a residence on Bronson St after being repeatedly told to leave and was also found in possession of nine Clonazepam pills. He was held pending arraignment.

Justin David Childers (37) 355 Keyes Ave - Childers was arrested by police for two counts of Harassment in the Second Degree, Criminal Mischief in the Fourth Degree, Resisting Arrest & Obstructing Governmental Administration in the Second Degree degree. Police report state that he did knowingly and intentionally kick an interior bedroom door causing the door to break. Police stay he also with the intent to harass annoy or alarm another person did knowingly grab the victim by her clothing while she attempted to get away from the defendant during a domestic incident. When police arrived he did knowingly unintentionally push a uniformed officer during a criminal investigation. When placed under arrest he tensed his arms and refused to provide his hands for handcuffing. While police attempted to process Mr Childers he refused to provide fingerprints or photographs for his arrest processing. He was held pending his arraignment to City Court.

Watertown Police Arrest Local Man for Attempted Dissemination of Indecent Materials to Minors and Failure to Register Social Media Accounts

WATERTOWN, NY – The Watertown Police Department has announced the arrest of Paul John Avallone, age 67, of 140 Polk Street, Apartment 2, Watertown, NY, following an investigation into online crimes against minors and violations of the New York State Sex Offender Registry requirements.

On February 17, 2025, the department was contacted by members of Nicky Sal, an online watchdog group, regarding an alleged attempt to disseminate indecent materials to minors. Investigators determined that Avallone engaged in explicit conversations with an account he believed belonged to a 13-year-old female and attempted to solicit nude images.

During the investigation, authorities also discovered that Avallone had failed to register multiple social media accounts as required by state law.

Avallone has been charged with the following:

  • Attempted Disseminating Indecent Materials to Minors in the Second Degree (Class A misdemeanor)

  • Failure to Register and Verify a Social Media Account (three counts)

  • Failure to Register as a Sex Offender in the First Degree (Class E felony)

Avallone was arraigned in Watertown City Court and remanded to the Jefferson County Correctional Facility without bail.

The Watertown Police Department commends the vigilance of community watchdog groups in assisting with investigations involving the safety of minors.
