KYLE MICHAEL LANE (39) 305 EMJAY WAY, CARTHAGE - The defendant did knowingly and intentionally utter check #138, on 05/16/2024 for $395.93, and check #139 on 05/17/2024 for $570.00, knowing that there were insufficient funds to cover the checks.

RYAN H KITTS (41) 34 GARDEN ST, PHILADELPHIA -  The defendant did knowingly and intentionally take two pairs of shoes belonging to Krista Gibbons without her permission.

KIMBERLY JOY DRAKE (49) 517 WATER ST - The defendant was charged with petit larceny when she did knowingly and intentionally steal a set of jumper cables belonging to Robert Sampson knowing she had no right or reasonable grounds to believe she had such right.  defendant was charged with Criminal Mischief in the Fourth Degree when she intentionally and forcefully pulled on the front passenger side door handle of the victims vehicle causing the door handle to become detached and inoperable.

ALEX REBECCA LENTZ (29) 725 DAVIDSON ST LOWER - The defendant did commit the offense of burglary in the second degree when he knowingly entered into the private bedroom of the victim, Peyton Webb, which is the victim's dwelling, and committed the crime of petit larceny by stealing a guitar and speaker. The defendant also did commit the crime of petit larceny when he entered into the victim's bedroom and stole a guitar and speaker with a combined value of $203.99, by removing the items and hiding them in his own bedroom closet.

MATTHEW HOBART LYNCH  (44) 515 BRADLEY ST  Apt# 6 - Was arrested by Watertown PD on the 700 block of W. Main St on a Executive Bench Warrant from city court. He was processed and held pending arraignment.

WILLIAM BLAKE GRANT (25) 4947 N JEFFERSON ST - Grant was stopped by city PD and charged with Aggravated Unlicensed Operation in the Third Degree & Traveling the Wrong Way Down a One-Way. He was processed on scene and released with two apperance tickets for city court.

JEFFERY DAVID SMITH (35) 27745 STATE RT 283 - Smith was arrest on a Executive Bench Warrant issued by city court on 2/2/24 with the underlying charge of Chriminal Mischeif in the Fourth Degree. He was transported to PSB, processed and held pending arraignment.

JUSTIN RYAN ELLIOT (36) 142 MECHANIC ST. APT.# 808 - Elliot is charge with Harassment in the Second Degree. Police reports state he did stick the victim, Dustyne Adams, in the back of the head with a closed fist, causing pain and discomfort. He was issued a criminal summons for city court on 03/31/2025

JASON ELIE PEREZ (31) 168 STERLING ST. APT.# 6 - Perez is accused of Assult in the Second Degree & Criminal Possession of a Weapon in the Third Degree. Reports state the defendant committed the offense of assult in the second degree when he caused a laceration to the victim's nose when he cut him with a kitchen knife he possessed with intent to use unlawfully against the victim.. He was transported to PSB where he was processed and held pending arraignment.

WILLIAM MUNSON BARRINGER JR. (56) 537 STONE ST. - The defendant  did intentionally disobey a STAY AWAY Order of Protection by repeatedly texting the victim. He was transported to PSB for processing and held pending arraignment.

SEARRA LEA PLASTER (23) 615 CAMP AVE. - Plaster is charged with Two counts of Criminal Possession of Stolen Property. Reports state she did possess a stolen necklace from Hobby Lobby, located at the Salmon Run Mall, 21182 Salmon Run Mall Loop W. with intent to benifit herself. Police say she also possessed a stolen ring from JCPenny, same address, with intent to benifit herself. She also was found in possession of a stolen belt from Label Shopper. She was transported to PSB, processed, and released with an apperance ticket for city court.

DUSTYNE ROBERT LAWRENCE ADAMS (30) 142 MECHANIC ST. APT.# 1103 - Adams is charged with Criminal Possession of Stolen Property in the Fifth Degree & Making a Punishable False Statement. Reports state Adams did knowingly possess two rings from JCPenny, located at the Salmon Run Mall, 21182 Salmon Run Mall Loop W. with intent to benifit himself, he also knowingly provided false statement to uniformed police officers, which he does not believe to be true. He was transported to PSB for processing, where he was issued and apperance tickect for city court.

ROBERT EDWARD FREEMAN (58) HOMELESS - Freeman is charged with Disorderly Conduct. Police reports state Freeman was acting in a tumultous behavior, swinging a large wooden stake around recklessly on the side of the 500 block of State. St.. He was processed on scene and released with an apperance ticket.

TYLER BAIN OSTROM (21) 15614 EIMICKE PL APT.# 409 - Ostrom is charged with Operating a Motorvehicle with a BAC < .08%, Unsafe Lane Change, & Driving While Intoxicated. He was  transported to PSB, and arrested on his charges.

NATALIE FRANCINE ROMAN (37) 1204 SUPERIOR ST. APT.# H1 - Roman is charged with Criminal Contempt in the First Degree, Criminal Tresspass in the Second Degree, & Harassment in the Second Degree. Police reports state she grabbed Matthew Biccum from behind and struggled to the floor with him after being asked to leave, in violation of provisions stated in an Order of Protection expiring 10/10/25. She was transported to PSB, where she was processed and held pending arraignment.

KIARA-IYSIS JANE HARDY (19) 140 HIGH St. Apt.# 11 - Hardy is charged with Harassment in the Second Degree. Reports state she intentionally sit on and struck Christian Ortiz in the face several time during a domestic incident. She was transported to PSN, processed, & held pending arraignment.

DAVID LEE KNEELAND (55) 292 N INDIANA AVE - Kneeland is charged with Petit Larceny. Report state he intentionally stole a Fanpoint flashlight for Joe's Kwik Mart valued at $9.99 and exited the store without payment. He was transported to PSB, processed and released with an apperance ticket for city court.

BASEEM ALTON CONNALLY (23) 1815 OLMSTEAM DR APT.# 210B - Connally is charged with Endangering the Welfare of a Child < 17. Police reports show the defendant allowed a three-year-old female juvenile to exit the residence alone for approximately 40 minutes and wander around the complex.  He was arrested for the charge and provided an appearance ticket for city court.

JONATHAN ERIC LABARGE (31) 138 MICHIGAN AVE APT.#2 -  Labarge was pulled over on the 500 block of Olive St. in the city and charged with Operating with Inadequate Plate Lamp & Aggravated Unlicensed Operation. He was issued two apperance tickets for city court.

THOMAS ARNOLD HUBBARD (30) 540 FACTORY ST - Hubbard is charged with Criminal Possession of a Controlled Substance in the Seventh Degree. Reports state Hubbard was found in possession of .95 grams of a crystal substance that tested positive for methamphetamines. He was arrested and released with an apperance ticket for city court.

THOMAS ARNOLD HUBBARD (30) 540 FACTORY ST Arrested on Executive Bench Warrant out of City Court. He was held pending arraignment.

DEVON DEWIGHT HUTCHINS (24) 421 SHERMAN ST - Hutchins is charged with Endangering the Welfare of a Child < 17 & Obstructing Governmental Administration in the Second Degree. Reports state that Hutchins engaged in a physical fight with another male at close proximity of a three year old todler, placing the child in danger. Police say he also tried to leave the area at the time of their investigation. He was transported to PSB where he was processed and held pending arraignment.

KEVIN BRUCE YOUMANS (25) 25791 RT. 37 APT.# 202 - Youmans is charged with Endangering the Welfare of a Child < 17. Reports state that Youmans engaged in a physical fight with another male at close proximity of a three year old todler, placing the child in danger. He was transported to PSB where he was processed and held pending arraignment.

JOSHUA JAMES SWEENY (40) 1202 SUPERIOR ST APT.# G4 - Sweeny is charged with Criminal Contempt in the Third Degree,  Grandy Larceny in the Fourth Degree, & Harassment in the Second Degree. Police state the Sweeny violated the terms of a duly served Order of Protection when he committed harassment by shoving the protected party, Kara Bergman, during a domestic incident. Police say he also stole a Chime debit card belonging to the victim. He was transported to PSB, processed and held pending arraignment.

ERIC JAME AGAR (42) 17772 COUNTY ROUTE 3 - Agar was arrested in the city on an Executive Bench Warrant. He was processed and held pending arraignment.

CARISSA LYNN TYRE (19) 421 SHERMAN ST - Tyre is charged by city police with Harassment in the Second Degree & Obstructing Governmental Administration in the Second Degree. Reports state that she shoved a uniformed officer in an attempt to prevent him from detaining a suspect in an ongoing investigation. When placed under arrest she then arrempted to pull away while being placed in cuffs.  She was transported to PSB, processed and released with two apperance tickets for city court.

ESMERALDA ALIYAH DAVILA (26) 96 MAYWOOD TERR -  Esmeralda is charge by city police with Criminal Impersonation in the Second Degree, Aggravated Unlicensed Operation in the Third Degree, & Running a Red Light. She was processed and released with an apperance ticket.

JENNIFER MARIE GAULT (37) HOMELESS - Police reports charge Gault with Petit Larceny. Police say the defendant did steal a six pack of Coca-Cola soda (7.50oz) valued at $4.99, and a bag of pork rinds valued at $0.99 from Kinned Drugs, 1304 Washington St. She was processed and released with an apperance ticket for city court.

REBECCA LYNN COVEY (52) 411 BINSSE ST -  Covey is charge with Falsely Reporting an Incident in the Third Degree. Reports state she made a false report to law enforcement  that a male was waving a 9mm pistol in the air and had threatened to shoot people on a date, while knowing that the incident was not actually occurring.  She was transported to PSB, processed, and released with an apperance ticket.

Repeat Arrests Raise Concerns After Watertown Woman Charged Twice in Four Days

WATERTOWN, N.Y. — A 34-year-old homeless woman was arrested early Wednesday morning in Public Square, marking her second arrest for public exposure in less than a week.

Chelsea A. Allen was taken into custody shortly after midnight on Aug. 5 after police responded to reports of a disorderly individual. According to court documents, Allen had lifted her dress and exposed herself in the downtown area while exhibiting signs of drug use.

Police said Allen was sweating heavily, making erratic movements, and speaking incoherently. She allegedly admitted to using methamphetamine prior to the incident.

Allen was charged with exposure of a person and appearing in public under the influence of drugs, both violations under state law. She was issued appearance tickets and released. Her next court date is scheduled for Aug. 25 in Watertown City Court.

The arrest came just days after a separate incident involving Allen at the same location.

For months, the Watertown City School District has insisted that the concerns emerging from within the art department were being addressed through the appropriate channels. But new information reveals a very different story—one that suggests the district’s priority was not accountability, but silence.

Trash Media Group has learned that the art teacher at the center of a long-running series of complaints allegedly resigned effective December 1st. That resignation, however, did not remove her from the school environment. Instead, sources indicate she was rehired into the English Department on the very same date. No announcement was made, no explanation was offered, and no effort was taken to inform families, staff, or the public about the stunning same-day transition.

Quiet transfers like this are sometimes used by school districts to shift problematic employees without drawing outside attention, triggering public records, or risking union disputes. But in this case, the timing and secrecy raise serious questions about what the district was trying to avoid. A teacher whose conduct reportedly generated repeated warnings, internal complaints, and growing concern among students and staff was quietly removed from one classroom only to be placed into another, with full access to students, without so much as a pause or public acknowledgment.

People familiar with the art department describe months of strain and disruption. Complaints were raised through proper channels for an extended period, yet the district stalled, redirected, and downplayed issues rather than addressing them head-on. Staff members reported feeling frustrated and dismissed, and students described the classroom environment as unstable and sometimes distressing. These concerns were not isolated or sudden; they formed a pattern the district could not credibly claim to be unaware of.

This covert December 1st shuffle fits into a larger trend within the Watertown City School District, which has faced repeated criticism for downplaying serious issues, withholding timely information from families, and failing to communicate transparently with the community. Over the past year, the district’s public posture has routinely emphasized stability and control, even as teachers, parents, and students have described the exact opposite.

 

The key issue now is why the district chose to move this teacher quietly into another department rather than take meaningful action. If her conduct warranted removal from the art department, what justified immediately placing her in the English Department? If the district believed her to be fit for continued employment, why was the move handled in a way that ensured no one outside the central office would know it had even occurred? The decision to make the resignation and rehiring effective on the same day appears designed to eliminate any visible separation in her employment record, raising further questions about what the district hoped would remain hidden.

Trash Media Group has formally asked the Board of Education to clarify the circumstances surrounding the resignation, the rehiring, the complaints from the art department, and the lack of public disclosure. As of publication, the district has not responded to any request for comment.

Now that the story has reached national platforms, including Libs of TikTok with its enormous audience reach, the district can no longer rely on quiet transfers and internal fixes to escape scrutiny. Parents deserve to know why their children’s classrooms have been treated as pieces on a chessboard. Teachers deserve to understand why their concerns were ignored. And the community deserves honesty from a district that has repeatedly chosen secrecy over accountability.

What began as a simple Freedom of Information request about classroom materials has uncovered a much deeper concern within the Watertown City School District — one that directly contradicts its own claims about student internet safety.

Earlier this month, Trash Media Group filed a FOIA petition seeking details about artwork shown to 7th graders in a Watertown Middle School art class. The request centered on the inclusion of controversial Keith Haring imagery — material some parents described as “highly inappropriate” for children due to its sexual themes.

When the district complied with the records request, the curriculum documents provided something unexpected: a long list of official reference links used by the art department. Among them were multiple pages from the Museum of Modern Art (MoMA) in New York City.

Curious, Trash Media Group reviewed those links — and within minutes found they led directly to unfiltered museum archives. Many of these pages feature explicit and adult-themed works, including nude studies, erotic drawings, and other mature imagery by artists such as Egon Schiele, Henri Matisse, and John Coplans.

All of this material sits just a few clicks away from a 7th grader’s Chromebook, under the district’s officially approved curriculum.

This directly contradicts the district’s repeated assurances to parents that “comprehensive content filters” prevent students from accessing inappropriate websites. Either those filters were never implemented as promised, or the district’s curriculum itself is exempt from safety protocols — a major failure of oversight in both cases.

“They told us our kids were protected by filters,” one parent said after reviewing the FOIA packet. “Then we find out the district itself handed out links that bypass every safeguard.”

While it’s true that museums like MoMA and the Metropolitan Museum of Art are legitimate educational institutions, their archives are not filtered for minors. Most professional art databases include uncensored works that require adult discretion — a nuance apparently overlooked or ignored by the district when it approved its art syllabus.

This revelation raises new questions about how much scrutiny the Watertown School District applies when approving classroom resources, especially in courses dealing with visual or modern art.

Trash Media Group has now reached out to district officials for comment regarding:

  • who vetted and approved the inclusion of the MoMA and similar links,

  • whether these resources were reviewed for age-appropriate content, and

  • what the district’s “content security system” actually blocks, if anything.

Until those questions are answered, the district’s assurances of digital safety and educational responsibility ring hollow. We will update when we recieve further answers.
